Ռուսաստանի պետդուման ընդունեց ՌԴ-ի 3 տարվա բյուջեի նախագիծը՝ 2024-2026թթ-երի կտրվածքով։ Այս բյուջեի որոշ պարամետրեր հետաքրքիր են ոչ միայն աշխարհի տարբեր պետություններին, այլ նաև Հայաստանին՝ հատկապես վերջին ժամանակներում ռուս-հայկական հարաբերությունների հետընթացի ֆոնին։
Ռուսական ընկերությունները՝ ՀՀ 1000 խոշոր հարկ վճարողների ցանկում
Մենք բազմիցս նշել ենք, որ այս բացասական միտումներն առաջին հերթին հարվածելու են ՀՀ տնտեսությանը, որտեղ Ռուսաստանն ունի բացարձակ ներկայացվածություն։ ՌԴ-ի վերհսկողության ներքո են ՀՀ տնտեսության ռազմավարական նշանակություն ունեցող որոշ առանցքային ոլորտներ։
Հետևաբար, ՌԴ պետդումայի կողմից ընդունված բյուջեն չի կարող դուրս մնալ մեր ուշադրությունից։ Սույն վերլուծությունում կանդրադառնանք հատկապես 2024թ-ի բյուջեին, որին արդեն տալիս են տարբեր բնորոշումներ։
Ռուսաստանի բյուջեի շուրջ տեղի ունեցող խառնաշփոթը պայմանավորված է նրանով, որ այն ընդունվում է ՌԴ-ի և աշխարհի համար չափազանց կարևոր ժամանակահատվածում։ Զարմանալի է, որ անորոշության այս պայմաններում, երբ տեղի ունեցող փոփոխությունները հաճախ նաև անվերահսկելի են, ընդունվում է բյուջե՝ երեք տարվա կտրվածքով։
Այսպիսով, 2024թ-ի ՌԴ բյուջեի հիմնական հոդվածների մասով կանխատեսումները հետևյալն են․
ՌԴ բյուջեի եկամուտների ծավալները 2024թ-ին կազմելու են ₽35․1մլրդ կամ մոտ $389 մլրդ ($1=₽90.1):
2024թ-ի բյուջեում նավթագազային և ոչ նավթագազային կանխատեսվող եկամուտների մասնաբաժինները ընդհանուր կանխատեսվող եկամուտների ծավալներում կազմելու են համապատասխանաբար՝ 33% և 67%։ Այս արդյունքները ցույց են տալիս, որ Ռուսաստանը 2024թ-ին ևս շարունակելու է զգալի կախվածություն ունենալ նավթագազային եկամուտներից։
- Փաստացի ստացվում է, որ դեռևս տասնամյակներ շարունակ վարվող քաղաքականությունն արդյունքներ չի տալիս, և ռուսական տնտեսությունը շարունակում է ապրել նավթագազային եկամուտներով, ինչն էլ ռազմավարական տեսանկյունից չափազանց խոցելի է դարձնում ՌԴ տնտեսությունը։
Մյուս կողմում են ՌԴ բյուջեի ծախսերը, որոնք 2024թ-ին կանխատեսվում են ₽37 մլրդ ռուբլի կամ $407 մլրդ ($1=₽90.1) մակարդակում։ ՌԴ 2024թ-ի բյուջեն անվանում են «ռազմական ժամանակների բյուջե», քանի որ, համաձայն որոշման, պետբյուջեի ծախսերի շուրջ 29%-ն ուղղվելու է ռազմական պահանջների ապահովմանը։
2024թ-ին ռազմական բյուջեի մասով կատարված հատկացումները գերազանցելու են սոցիալական քաղաքականության մասով հատկացումներին, որի մասնաբաժինը կազմելու է ընդամենը 21%։ Նկատենք նաև, որ ազգային անվտանգության և իրավապահ գործունեությանը հատկացվող ծախսերի մասնաբաժինը 2024թ․-ին կազմելու է 10%։

Ռուս տնտեսագետները կանխատեսում են, որ տնտեսական աճը 2024թ-ին կազմելու է 2,3%, իսկ գնաճը՝ 4,5%։ Ռուսական նավթի արտահանման գինը կանխատեսվում է $71,3 1 բարելի դիմաց, իսկ 1000 խոր․ մ․ գազի գինը՝ $268,8։
Ըստ կանխատեսումների՝ 1 ԱՄՆ դոլարի միջին փոխարժեքը 2024թ-ին կազմելու է ₽90,1, իսկ արտահանման և ներմուծման ծավալները՝ համապատասխանաբար $475 և $303 մլրդ մակարդակներում։
