թույլտվությամբ տրամադրված սահմաններից դուրս օգտակար հանածոյի արդյունահանման իրավունք, շեղվել է Ընկերությանը տրամադրված կոորդինատներից և արդյունահանել պետական սեփականություն հանդիսացող՝ 63834 խմ ծավալով լեռնային զանգված: Արդյունքում՝ պետությանը պատճառվել է խոշոր չափերի՝ 5 մլն 126 հազար դրամի գույքային վնաս, իսկ պետության օրինական շահերին՝ էական վնաս. վատթարացել է հողի որակը, կորսվել է մեծածավալ քանակի օգտակար հանածո: Միևնույն ժամանակ, Ս.Ղ.-ն, շրջանցելով օրենքով նախատեսված պահանջները, առանց լիցենզիայի ընդերքն օգտագործելով՝ պետությանը չի վճարել 5 մլն դրամ տուգանքը:
