Օրենքը, որը կոչվում է «կանաչ փոխակերպման (GX) օրենք», (արտահայտություն, որը հաճախ օգտագործվում է Կիսիդայի կառավարության կողմից) հաստատվել է որպես վերականգնվող էներգիայի ոլորտում ներդրումների խթանման և էներգետիկ ինքնաբավության բարձրացմանն ուղղված միջոցառումների փաթեթի մաս:
Առևտրի նախարարության տվյալների համաձայն՝ 2020 թվականին Ճապոնիան իր մատակարարման 88,7%-ով կախված էր ներկրվող վառելիքից։
Վերականգնվող էներգիայի օգտագործումը խթանելու նպատակով կառավարությունն առաջարկեց թողարկել կանաչ անցումային պարտատոմսեր՝ երկրի էներգիայի բաշխման մեջ կայուն աղբյուրների հարաբերակցությունը մեծացնելու համար:
Կիսիդայի վարչակազմը մտադիր է ծախսել 150 տրիլիոն ¥՝ մինչև 2050 թվականը ածխածնի չեզոքության իր նպատակային նպատակը հասնելու համար:
